Pre-recorded Audio and Video
Guideline
For prerecorded audio-only and prerecorded video-only media, the following are true, except when the audio or video is a media alternative for text and is clearly labeled as such: (Level A)
- Prerecorded Audio-only: An alternative for time-based media is provided that presents equivalent information for prerecorded audio-only content.
- Prerecorded Video-only: Either an alternative for time-based media or an audio track is provided that presents equivalent information for prerecorded video-only content.
Intent
The intent of this requirement is to make information conveyed by prerecorded audio-only and prerecorded video-only content available to all users. Alternatives for time-based media that are text based make information accessible because text can be rendered through any sensory modality (for example, visual, auditory or tactile) to match the needs of the user. In the future, text could also be translated into symbols, sign language or simpler forms of the language (future).
Finding Applicable Components
- Find interface components that play audio-only content when activated.
- Find other audio content that plays automatically or upon activation of a control.
- Find interface components that play video-only content when activated.
Inspecting and Using Components
Audio-only
- Check that the transcript is accessible screen text (i.e., an image of a transcript with no ALT-text would not be sufficient to pass this test).
- Open the transcript and play the audio-only content.
- Check that the information in the transcript is an accurate and complete representation of the audio-only content. Note the inclusion or absence of relevant items in addition to dialogue, such as doors banging, sirens wailing and so forth.
Video-only
- Check that the description is available as accessible screen text (i.e., an image of a description with no ALT-text would not be sufficient to pass this test), or as an audio file.
- Open the description and play the video-only content.
- Check that the information in the description is an accurate and complete representation of the video-only content.
Section 508/WCAG 2.0 Failure Conditions
- Audio-only content is not accompanied by a transcript.
- Fails 1194.22(a): Equivalent text descriptions.
- Fails 1.2.1 Audio-only and Video-only (Prerecorded)
- Audio-only content is accompanied by a transcript that is not accurate or complete.
- Fails 1194.22(a): Equivalent text descriptions.
- Fails 1.2.1 Audio-only and Video-only (Prerecorded)
- A video-only file does not have a description.
- Fails 1194.22(a): Equivalent text descriptions.
- Fails 1.2.1 Audio-only and Video-only (Prerecorded)
- A video-only file has text descriptions that are not accurate or complete.
- Fails 1194.22(a): Equivalent text descriptions.
- Fails 1.2.1 Audio-only and Video-only (Prerecorded)
- A video-only file has audio descriptions that are not accurate or complete.
- Fails 1194.24(d): Video descriptions

Reporting Test Results
Any failure associated with audio-only content in Section 508 Failure Conditions results in: Fails Baseline Requirement #18.
Any failure associated with video-only content in Section 508 Failure Conditions results in: Fails Baseline Requirement #19.
Audio-only content has a transcript supplied AND the transcript is an accurate and complete representation of the audio-only content then: Passes Baseline Requirement #18.
Video-only content has descriptions supplied AND the descriptions are an accurate and complete representation of the video-only content then: Passes Baseline Requirement #19.
