TIPS is a Web-based system of record maintained by the National Finance Center (NFC) that processes FEHB enrollment data, transmits data to FEHB health plans, and handles monthly billing procedures.

    This guide provides information regarding capabilities, navigation, using individual forms vs. the electronic upload process, key billing dates, FAQs, key terminology, roles, and online resources within the TIPS application.

  • TIPS SF2809 Guide

    This guide is intended to help users understand how to complete key fields in the SF2809 form. In order to submit the SF 2809, users are also required to complete basic mailing address and demographic fields not covered in this guide. TIPS will prompt users to enter any missing information upon submission of the SF2809.

  • TIPS SF2810 Guide

    This guide is intended to help users understand how to complete key fields in the SF 2810 form. TIPS will prompt users to enter any missing information upon submission of the SF2810.

  • Information Only 2809 Job Aid

    The Information Only 2809 function will be used by Tribal Employers to add, edit, remove a dependent, or make corrective actions by selecting the Information Only option on the 2809.

  • Court Ordered Indicator Job Aid

    Tribal Benefit Officers can place a Court Ordered Indicator on any enrollment for which the Tribal Employer has been instructed to ensure continuous coverage of a dependent through a valid court order.   • Managing Contacts Job Aid

    The Tribal Employer Maintenance Contact is responsible for updating contact information for all authorized contacts in TIPS. Each Tribal Employer will have two maintenance contacts. This job aid outlines the step-by-step process for adding and editing contact information.

  • TIPS 101 Training

    Learn about the capabilities of the TIPS system, such as how to describe the FEHB key stakeholders relative to TIPS, identify how TIPS supports Tribal Employers, explain the employee enrollment process, explain the billing and payment processes, enroll employees in TIPS using individual forms and Electronic Uploads. Also learn how to run and review TIPS Reports and Billing Reports in TIPS, describe special transactions including: Billing Unit/POI Transfers, Retroactive Adjustments, and Court Orders, demonstrate how to navigate the TIPS website, and how to submit an Inquiry using the ServiceNow Customer Service Portal.
