Agency Responsibilities

To perform the OCFO Biennial Review of Charges for Things of Value, an Agency will analyze financial activity over a time span of 1 fiscal year. The review will be performed every 2 years, at a minimum. The review must include:

• An analysis of current charges for things of value.
• An evaluation of programs for potential charges related to things of value.

Note: This is currently provided free of charge to non-Federal recipients obtaining a special benefit.

• A schedule of subsequent reviews for all things of value.

Reviews must be documented and submitted to OCFO by April 1st of the year following the fiscal year reviewed. For example: If data is analyzed from a fiscal year ending September 30th (current year), the review will be due to OCFO by April 1st (the year following).
