Update 91 - Revisions Released for GPPA Chapter 17 for DETO

Summary
National Finance Center (NFC) systems and applications have been updated for Domestic Employees Teleworking Overseas (DETO) to comply with U.S. Office of Personnel Management (OPM) Update 091 - Revision Released for the Guide to Processing Personnel Actions (GPPA) - Chapter 17: Pay and Step Changes.

Implementation
Each Agency is responsible for documenting a change in the duty station to an overseas location under a DETO agreement with the correct special pay table code and Pay Rate Determinant (PRD) code based on OPM's GPPA - Chapter 17. Agencies will also be responsible for selecting the applicable remark code.
EmpowHR, FESI, and EPIC Web
EmpowHR, FESI, and EPIC Web have been updated to allow the new Authority Code NOAC combination to require the following:
- Authority Code Z2Y
- PRD code must be 5, 6, E, or F
- Pay Plan must be GS
PINE
PINE has been updated so that Error Message 653 - Nature of Action/Auth Code Invalid, edits against the new Authority Code NOAC combination.
TMGT
The following TMGT tables have been updated to add the new Authority Code and Remarks:
- TMGT Table 052, Remarks Code and Descriptions modified Remarks codes P21, P22, P23, and P24.
- TMGT Table 061, Nature of Action Conversion added new Authority Code Z2Y combination for NOAC 894.
- TMGT Table 091, OPM NOA Legal Authorities added new Legal Authority Code Z2Y.
