Error: Transaction code (TC) 39 or TC 59 is recorded for an Agency outside the Department of Commerce (DOC) and Smithsonian Institution (Federal).

TC 39, Shore Leave Earned, and TC 59, Shore Leave (Used) are valid for DOC and Smithsonian Institution (Federal) employees only.
