Summary

This bulletin supersedes NFC-1695577004, New Internal Revenue Service (IRS) Form W-4, Employee's Withholding Certificate, dated January 24, 2020, to include information for the new version of the 2026 Form W-4, Employee’s Withholding Certificate, dated December 8, 2025. The new W-4 form has been released by the IRS, with changes due to the One Big Beautiful Bill Act (OBBBA).

EmpowHR

Modified the Qualifying Children In Multiples of $2000 field to display as Qualifying Children In Multiples of $2200 in the Exemptions section on the Tax Data page > Federal Tax Data tab.

Web-based Entry, Processing, Inquiry, and Correction System (EPIC Web) Modified the Qualified Children under age 17 (In multiples of $2000) field to display as Qualified Children under age 17 (In multiples of $2200) on the Federal Tax page > Tax Tab.

Employee Personal Page (EPP)

Modified the Claim Dependents Multiply the number of Qualifying Children under age 17 $2000 field to display as Claim Dependents Multiply the number of Qualifying Children under age 17 $2200 on the Enter Federal Tax (W-4) Self-Service Request page.

Implementation

EmpowHR

Form W-4 data is processed on the Payroll Documents page > Tax Data tab, in the Exemptions section under Qualified Children.

To Make Form W-4 Changes in EmpowHR:

  1. Select the Payroll Documents menu group. 
  2. Select the Tax Data menu group. The Tax Data page - Find an Existing Value is displayed.

Note: The information on this page allows the user to locate an existing employee and enter or change tax data.

  1. Enter the search criteria.
  2. Select the Search button. A page is displayed with tabs for city, county, State, and Federal taxes.
  3. Select the Federal Tax Data tab.
  4. Complete the applicable fields.
  5. Select the Save button.

EPIC Web

Form W-4 data is processed on the Payroll Documents page > 130 Federal Tax  > Tax tab.

To Make W-4 Changes in EPIC Web:

  1. Select EPIC from the EPIC Web menu bar. The Document List page is displayed. If documents have been processed, the Document List page is displayed with a list of documents to choose from. If no documents have been processed, the Document List page is blank.
  2. Select New. The New Document Selection menu is displayed. Payroll documents are listed alphabetically.
  3. Select the Tax folder. The Tax folder will expand to display the available tax documents.
  4. Select 130 Federal Tax. The Key Data tab is displayed.
  5. Complete the fields on the Key Data tab.
  6. Select the Tax tab. The Tax tab is displayed.
  7. Complete the applicable fields.
  8. Select the Update button to save the entries.

EPP

Form W-4 data is processed under the Personal Info section on the Home page > Federal
Tax (W-4) > Self-Service Request page.

To Make W-4 Changes in EPP:

  1. Select Federal Tax (W-4). The Federal Tax Certificate (W-4) page is displayed.
  2. Select the Self-Service button. The Enter Federal Tax (W-4) Self-Service Request page is displayed.
  3. Complete the applicable fields. 
  4. Select the Continue button.
  5. Select the Submit button. The Federal Tax (W-4) Self-Service Request Confirmation page is displayed.

The EmpowHR, EPIC Web, and EPP Procedures are being updated to reflect the changes in this bulletin. To view these procedures, select HR and Payroll Clients from the MyNFC drop-down menu on the NFC Home page. At the HR and Payroll Clients page, select the Publications tab and select NFC System Documentation from the Publications Library section.
